The keeper batches every 15 minutes. Every burn is a swap tx and a burn tx on /burns. If a burn is skipped, it's recorded as skipped.
Whoever holds the crown at burn time. Freeze authority or a transfer hook makes a coin ineligible — the keeper won't feed a trap.
